Becky Smyth, NOAA Primary

Kris Wall, NOAA Alternate

Kris has worked with NOAA's Office for Coastal Management for over 18 years and is based out of Medford, Oregon. She works region-wide supporting coastal and ocean resource management, partnership development, collaboration, and access to NOAA training, tools, data, resources, and people. Kris manages the national Regional Ocean Partnership funding programs for NOAA, including the Tribal Engagement in Regional Ocean Partnerships funding. Kris also works closely with the Oregon and Washington state coastal management programs on a variety of issues such as coastal resilience, coastal hazards, coastal land use planning and development, and marine resource management and planning.

Necy Sumait, BOEM Primary

Necy Sumait is the Regional Supervisor for the Office of Strategic Resources, Pacific Region for the Bureau of Ocean Energy Management (BOEM). She leads the planning and leasing activities for offshore energy projects in the Pacific OCS. Necy brings to BOEM her extensive experience in the development of energy projects from feasibility to development, construction and operations in the private sector.

Natalie Dayal, BOEM Alternate

Natalie Dayal is a Renewable Energy Specialist at the BOEM Pacific Regional Office focusing on offshore wind energy management and ocean policy. She has held a variety of positions in the Department of the Interior (DOI) including Environmental Protection Specialist, Lead Regional Management Analyst, and Public Affairs Specialist for the National Park Service; Wildlife Veterinary Medical Officer and Presidential Management Fellow for the U.S. Geological Survey and U.S. Fish and Wildlife Service; and Senior Advisor for DOI Region 10. Prior to Federal service, she practiced clinical veterinary medicine, and has degrees as a Doctor of Veterinary Medicine and a Master of Public Health. She has a passion for collaborative ocean management and wildlife conservation.

Joe Schumacker, Quinault Indian Nation

Joe Schumacker has worked with the Quinault Indian Nation on the west coast of Washington State for over 19 years.  During that time he has managed many of the tribe's fisheries including salmon, groundfish, and shellfish. Joe has been an active participant for the Quinault Nation at the Pacific Fisheries Management Council and has worked with Washington tribes on marine science issues including benthic habitat characterization, harmful algal blooms and toxin analysis, improving fisheries assessments off the Washington coast, improving management of coastal crab fisheries, and assessments of intertidal coastal habitat. He has represented the Quinault Nation on the NANOOS Governing Council, Grays Harbor Marine Resources Committee, Olympic Coast National Marine Sanctuary Advisory Council, and as technical support for the Intergovernmental Policy Council working with the Olympic Coast Sanctuary. Joe is a Board Member of the Pacific Shellfish Institute and has served as a Tribal representative on the Marine Protected Areas Federal Advisory Committee and the Marine Fisheries Advisory Committee.

Jennifer Hennessey, Washington Primary

Jennifer Hennessey is special assistant to the director at Washington State Department of Ecology - focused on climate resilience. She has over fifteen years’ experience in ocean policy and planning, including serving as a senior policy advisor on environment, water and ocean health to Governor Inslee and as an ocean planner and ocean policy lead in Washington State’s Coastal Zone Management Program at Department of Ecology. She holds a M.S. in marine resource management from Oregon State University and a B.A. in biology-environmental studies from Whitman College.

Jay Krienitz, Washington Alternate

Jay Krienitz is the Coastal and Ocean Management Unit Supervisor at the Washington Department of Ecology. Jay has been in natural resources conservation for over 25 years and began his position at Ecology in July 2023. Jay manages a team who also are engaged in coastal and ocean policy and management work through Ecology’s Coastal Zone Management Program and The Marine Waters Planning & Management Act responsibilities.

Lisa Phipps, Oregon Primary

Scott Groth, Oregon Primary

Scott Groth leads the Resource, Assessment, and Management Section at Oregon Department of Fish and Wildlife. The section includes Marine Mammals, Marine Reserves, Fish Research, Shellfish, Ocean Energy, and Marine Habitat. Scott has worked for ODFW for more than 20 years, principally researching and managing marine invertebrate fisheries. Scott has published biological research on pink shrimp, sea urchins, abalone, sea cucumbers, tunicates, and several species of crab. Scott is stationed in Newport, OR and enjoys traversing various terrestrial and marine habitats on bikes, boats, foot, and fin.

Andy Lanier, Oregon Alternate

Jennifer Mattox, California Primary

Jennifer is the Environmental Program Manager for the Climate Adaptation and Special Initiatives Unit of the Division of Environmental Science, Planning and Management at the California State Lands Commission. She works on a wide breadth of emerging issues along California’s coast, including offshore wind development and sea level rise planning. She also formerly served as the Commission’s Tribal Liaison.

Justine Kimball, California Ocean Protection Council

Katie Robinson-Filipp, California Alternate

Katie Robinson-Filipp is an environmental scientist with the California State Lands Commission. As part of the Climate Adaptation and Special Initiatives team at the Commission, she works on issues related to climate resilience and coastal adaptation and planning.
